A flow-control valve sets the rate of oil passing through a line and, with it, the speed of the cylinder or motor that line feeds. What separates it from a plain throttle is pressure compensation: an internal compensator holds the pressure drop across the metering orifice constant, so the flow you set stays where you set it as the load on the actuator changes. That is what you want wherever a machine has to move at the same speed loaded and unloaded — feed axes, clamping, and lift and lower circuits.
