A throttle valve controls flow by restriction alone. The metering area is set by hand or fixed by an orifice, and the flow that results depends on the pressure drop across it — so actuator speed moves with load, and to a lesser extent with oil temperature and viscosity. Throttles are the simple, robust choice where the load is steady or the speed does not have to be held precisely. Where it does, a pressure-compensated flow-control valve is the right part.
